elpa-vala-mode software package provides Emacs editor major mode for vala source code, you can install in your Ubuntu 16.04 LTS (Xenial Xerus) by running the commands given below on the terminal,
$ sudo apt-get update $ sudo apt-get install elpa-vala-mode
elpa-vala-mode is installed in your system.
Make ensure the elpa-vala-mode package were installed using the commands given below,
$ sudo dpkg-query -l | grep elpa-vala-mode *
You will get with elpa-vala-mode package name, version, architecture and description in a table
